Earle J. Walker
Earle J. Walker, has been Chief Executive Officer and Executive Director of the Regional Alliance for the past
10 years. Prior
to his appointment with the Regional Alliance, Mr. Walker was Acting Director and General Manager, Office of Business and
Job Opportunity at the Port Authority of New York & New Jersey. Mr. Walker has 30 years experience supervising business
development and affirmative action programs. Regional Alliance funding and
management services fall under Mr. Walker's mandate. In 1994,
Mr. Walker developed, implemented and managed the Port Authority's new Small, Minority and Women-Owned Business Development
program which provides access to increased contract opportunities and financial and technical assistance for regional businesses.
Mr. Walker, as chief executive officer of the Regional Alliance, is responsible for the daily management of operations, financing,
fundraising and obtaining new contractual agreements. Mr. Walker holds an Executive MBA from Pace University.
Mr. Walker has received many honors,
including the Port Authority of NY&NJ Robert
F. Wagner Distinguished Public Service
Medal, the NYC Harlem YMCA Black Achievers Award
and the New York NAACP Lifetime Achievement Award for his commitment to the cause of human and civil rights
for all.
Donna Tucker
Donna Tucker is Chief of Staff of the Regional Alliance. Ms. Tucker has been second in command of the Regional Alliance since
she joined the organization in 1999. Ms Tucker is also project director for the Port Authority's S/M/W/DBE support program
and has been project director of many other contracts including Columbia University's program. Prior to joining the Regional
Alliance, Ms. Tucker was manager in charge of certification and various S/M/W/DBE support programs and, in particular, the
vendor/concessionaire programs at the Port Authority's airport, bus and World Trade Center facilities. Donna holds a Certified Compliance
Administrator Certification with the American Contract Compliance Association and has certificates for each year from 1999
through 2005 for completion of the US DOT DBE Certification Workshop.
Paola Camargo
Paula Camargo is
Manager, Training Programs & Outreach Events for the Regional Alliance. Ms. Camargo has been with the Regional Alliance
since 1994. She has advanced from Secretary to Executive Assistant where Paula served as assistant training manager for the
Port Authority of NY & NJ contractor training program and she provides training and support on the NYS DOT contract and
other Regional Alliance training contracts.
Cassandra Hill
Cassandra Hill is the JetBlue Project Compliance Manager for the Regional Alliance. Ms. Hill had been employed for 18 years
by AMEC Construction Management, Inc., formerly known as Morse Diesel International, one of the nation's largest construction
firms. As Program Manager she monitored and implemented AMEC's Affirmative Action, Equal Employment and Minority Business
Development (AA/EEO & MDB) program to ensure participation and equal opportunities. Ms Hill has been with the Regional
Alliance since 2004 handling assignments on the New York Jets project where she assisted on the first phase development of
the New York Jets Minority and Women-Owned Business Plan for the New York Sports and Convention Center. She recently handled
the close-out of the Hartford Connecticut Capital City Economic Development Authority contract.
Richard Hellenbrecht
Richard is Director of Technology Programs.
As such Richard is webmaster for the
Regional Alliance website and he combined M/W/DBE databases from all
local certifying agencies to generate a
composite
view of all local M/W/S/DBE certified firms.
Richard retired from the Port Authority of
NY & NJ as Manager of Business Services and
Planning and after serving for over eight years in
that role with the Office of Business and
Job Opportunity. Richard was
instrumental in coordinating and writing the
Port Authority's disparity study and policy
on minority, women and small business
programs. At the Regional Alliance
Richard has been active in business
development, coordinating the response to
many requests for proposal.
Fran Garcia
Fran Garcia is Executive Assistant. In
addition to providing support to the
Executive Director, Fran handles member
relations and assists in the coordination of
all of our outreach and networking events.
Fran compiles and maintains the Alliance's member database and many
of the vital bookkeeping functions for the
organization. Fran is also responsible
to prepare various reports and documents to
help manage Regional Alliance affairs.
