Since 1998, the Regional Alliance has been providing Affirmative Action/EEO contract compliance services on several billion
dollar projects. Collectively, our staff has over 50 years of experience in developing comprehensive contract compliance
programs.
Major projects, particularly those that are funded by the government, require that certain goals be met in terms of hiring
MBE, WBE or DBE firms to do a percentage of the work. In addition, these projects have goals for contractors to hire ethnic
and racial minority and female workers as part of their construction workforce. The statistics must be recorded and monitored
by a contract compliance specialist and reported to the funding agency. We have developed a contract compliance system called
the Diversity Tracking System (DTS). We use the DTS to provide construction managers and project owners with current reports
to ensure that they are complying with their projects' Affirmative Action/EEO requirements and can be responsive to any Affirmative
Action/EEO inquiry.
With our contract compliance efforts and our DTS, we facilitated the awarding of 23 percent of the total dollars contracted
to minority and women-owned firms on Continental Airlines Global Gateway Program at Newark Liberty International Airport.
This $1.2 billion project started in 1998 and completed in 2003 and included a new passenger terminal, Federal Inspection
Services hall, arrivals hall, RAMP Control Tower, outbound baggage building and materials store.
In 2001, the State of Connecticut's Capital City Economic Development Authority contracted us to provide comprehensive
compliance services for their one billion dollar Adriaen's Landing and Rentschler Field Projects. At the conclusion of the
project in late 2005, S/M/DBE participation was 30% and 23% respectively.
In 2003, Don Todd Associates, Inc., one of the Project Management Firms for New Jersey Schools Construction Corporation's
multi-billion dollar schools capital program contracted us to provide contract compliance services for Region 1 schools.
Region 1 is comprised of Orange and East Orange, NJ. S/M/W/DBE Participation in the Region 1 program as of January 31, 2006
is 43.8% MBE and 8.4%WBE for a total of $56.5 million. Minority workers accounted for 30.6%, or 54,800 hours and 1.9% of
the work is attributed to female workers.
An optional enhancement to the DTS service is having the system available on-line. This allows access to the system from
any internet connection 24x7. It ensures a single source of data that is always up-to-date. Multiple security levels and
regular off-site system back-ups ensure that this valuable data cannot be misplaced or fall into the wrong hands.
