Delta Air Lines and JFK|IAT have
initiated a program at John F. Kennedy
International Airport to expand and enhance
the International Arrivals Terminal (IAT -
Terminal 4) by expanding Concourse B by
nine new international gates, providing
additional headhouse area for new baggage
handling systems, renovating Customs and Border Protection
areas, expanding and centralizing passenger
screening and providing dual taxiway
capability for improved
on-time performance. Terminal 3,
currently used for Delta's international
flights, will eventually be demolished and a
new passenger connector will be constructed
between Terminal 2 and Terminal 4. The
purpose is to improve customer experience,
strengthen Delta's New York hub and help
achieve a world-class travel experience.
This project will allow Delta to
stimulate employment and the local economy.
Delta strives for diversity among
contractors and suppliers and it plans to
assist in the development
of more diverse suppliers to help them
grow their businesses. The project is
expected to generate
construction jobs and
employment opportunities in the local
communities. The Regional Alliance has been
retained to handle M/WBE outreach and to
monitor M/WBE, labor force participation and
community relations for the project.

The project is broken down into several
packages which are or will be awarded to
Construction Management (CM) or General
Contractor (GC) firms. The selected CM/PM
firms will be responsible for meeting
contract M/WBE and labor force goals.
Work on airport, particularly air-side work
has specific insurance and security
requirement which will be rigorously
enforced.
